warren family courts

i recently found out that anyone can go down to warren courts file a dpo without any police report any sign of violence admitting she did this so i couldn't see my son.result was it was dropped seeing my son again but this after 48 days of no contact with my son.who gave this right to a woman to be able to do this and the courts allow them to do this?
