Bishop George Murry is again telling half-truths.
The paltry, belated abuse steps he cites are mandatory. They're required by the U.S. Conference of Catholic Bishops. So he's basically bragging about paying his taxes or stopping at traffic signals - things he has to do, not things he deserves credit for.
And these steps involve lay people. There never have been, and still aren't, any consequences for clerics like Murry who ignore, minimize, conceal and enable child sex crimes.
A fish rots from the head down. So if top diocesan officials remain corrupt, it matters little what ''reforms'' they force on lay people.
