LIBRARY PLANS NEW YEAR'S EVE EVENT: The Warren-Trumbull County Public Library, 444 Mahoning Ave. N.W., Warren, will hold a free New Year's Eve noon party beginning at 11:30 a.m. Monday for children of all ages.
