WARREN - Warrants were issued for residents of the Hamilton Street house where nine animals were found dead last month.
The Trumbull County Prosecutor's Office confirmed that warrants came Tuesday morning after Warren police charged Michael Kelley and Tiffany Charleton each with nine counts of animal cruelty.
According to reports, five dead dogs and four dead kittens were removed from the property at 2518 Hamilton St. S.W. on Nov. 28. Another dog survived.
Michelle Goss, humane investigator for the Animal Welfare League, said it was not the first time authorities had responded to an animal complaint at Charleton's home.
Goss, along with police, discovered the dead animals when she went to the house to investigate a complaint.
"There have been issues there in the past," she said Tuesday. "The dog warden had been out there and at one point there were 11 dogs there."
Goss noted that city ordinance limits the number of domestic pets permitted to four per residence. Charleton was given until Sept. 28 of this year to reduce the number of dogs in her house.
Authorities reported finding the dead dogs on couches inside the house, which they said was full of feces and garbage. The dead kittens were in a crate outside.
The Animal Welfare League also removed one dog from the house for assessment.
At the time, Goss said she believed the dogs starved to death and noted that the house was "full of needles."
The same day that the animals were removed a representative from Sunshine Inc., the nonprofit selling the property to Charleton on a land contract, said that Charleton had moved into the house in February and had paid rent for three months before the payments stopped around May.
