heard a rummor Salem has a problem with uprising of Zombies at night, thus firebombs, they are quieter than gunfire. Probaly just kids horsing around!

My guess is kids. I remember when we were kids making torches to walk around in the woods with. The fact that they are throwing them in the streets and leaving them around businesses is a little scary.
