Charter government could help cut costs

In a previous column, I presented a case for making changes in our Trumbull County government. The case included points about the relatively high and growing cost of our county government, while the economic state of the area private sector has been generally struggling with only a few exceptions. It also included the fact that our local government has been increasing, while the population has been decreasing. My suggestion to address this issue was and is to adopt a charter form of county government, which would provide the opportunity to reduce costs and provide for a more representative governing body and, in the process, enhance economic development efforts. In that column, I said that the process to accomplish the adoption of this change in the form of county government was a subject for another time. The process is what I wish to present here. Article X of the Ohio Constitution provides the authority for a county to adopt a charter form of county government.
